The story finds (Alberto Sordi) attempting to enjoy a seaside vacation at a coastal villa. Far from a fierce tyrant, this Nero is an immature, narcissistic "artist" obsessed with his own singing rather than state politics.

The comedic tension explodes when his mother, (Gloria Swanson), arrives with her German praetorians. Disgusted by her son’s laziness, she demands he conquer Britain. What follows is a series of murder plots as Nero, his mistress Poppea (Brigitte Bardot), and the philosopher Seneca (Vittorio De Sica) repeatedly attempt to eliminate the overbearing Agrippina—only for her to seemingly survive every attempt, from vipers in her bed to collapsing ceilings.
