Starting in Season 28, players can now "upgrade" their standard packs to improve their loot quality. You can use Legend Tokens to upgrade packs: Rare: 1,500 Tokens Epic: 3,000 Tokens Legendary: 5,000 Tokens

If you already own items from the original event, the "repack" still requires you to buy 24 packs. Owned items are replaced with "Question Mark" slots that draw from a pool of other Epic and Legendary items.
